A: There's no set "time". Your world going Public out of Community Labs is based off many factors. The factors involved are best described as "How much do users seem to be enjoying your world?"
Community Labs is a status for worlds that have been uploaded publicly, but have not had enough exposure. To be able to upload worlds publicly or privately to VRChat, you must first reach the User trust rank. By submitting your world to Community Labs, it stops being private, and will get placed the "Community Labs" row in the World tab.
