Don't worry about making "friends". just do you, act a fool, and join in on random conversations. Enjoy your time, have some interactions, and let friendships happen naturally. This is how I got my first few friends in the game: doing my thing, having fun, and adding people I vibed with. Over time, I got introduced to their friends, which expanded my circle.

Jump in and make yourself known. If you're talking to someone and someone else walks by or stops, greet them. Be the person who welcomes others. It'll pay off when you start recognizing familiar faces.

Highly populated areas like the Black Cat are great for this. Chill in front of the mirror, talk with your friend, and people will eventually stop by to hang out.
