Don't worry about making "friends". just do you, act a fool, and join in on random conversations. Enjoy your time, have some interactions, and let friendships happen naturally. This is how many people get their first friends in the game: doing your thing, having fun, and adding people you vibe with. Over time, you'll likely get introduced to friends of friends and expand your circle.  
This is definitely how I got my first few friends in the game. Just doing my own thing, having fun. And randomly adding people if I had fun with them. After that I got introduced to my friends' friends, which gained me more of them as well. Just going with the flow of a conversation and pretending you're already in a certain clique does a long way. No one knows who you are, but they also don't know if you know anyone else so you're good. Just get in there and make yourself known! Or if you’re talking to someone, see someone else walk by or stop, greet them. Be the person who welcomes others, it’ll go along way when you start seeing repeat players. I tend to sit in front of a mirror, I see a user come up and click that mirror, I instantly wave and ask them how they’re doing. you just got to find a way to slip into a conversation. it's easy to find a way into a chaotic conversation. you could also just bring a friend along; one you already have and talk to them in a public until someone comes along and chills. just go to highly populated areas like the black cat. chill in front of the mirror and talk to your friend for a while and people will come by and talk with you.
